Clearfield Consolidated Plan

Executive Summary

The City of Clearfield, in association with the Wasatch Front Regional Council, is in the process of developing a Consolidated Plan for Clearfield City that covers the five-year period from 2000 to 2004. The purpose of the Consolidated Plan is to identify and assess local housing and community development needs, and to develop goals and strategies aimed at addressing those needs.

A draft of the Clearfield City Consolidated Plan has been prepared which identifies overall housing and community development issues, needs, and actions. The Consolidated Plan also identifies the manner in which federal Community Development Block Grant Funds received by the City are proposed to be expended.

The Consolidated Plan includes an evaluation of Clearfield's housing market and specifically addresses affordable housing and fair housing concerns, and the housing needs of low and moderate income persons and persons with special needs. The Plan also discusses the City's efforts to further the well being of its citizens through coordination with federal, state, and county agencies, and with public and private social service providers and non-profit agencies.

Economic development, job creation, and anti-poverty actions of the City are discussed, and public facility, infrastructure, and other capital improvement needs and actions are identified.

Defined in the Plan is a public participation process that affords interested citizens, groups, agencies, and others the opportunity to provide input and direction to the Clearfield City Consolidated Plan. Pursuant to that process, notice is hereby given that this publication of the Clearfield City Consolidated Plan Summary begins a 30-day draft Consolidated Plan review and comment period. Copies of the draft Consolidated Plan are available at:

In addition, Public Notice is hereby given that a Public Hearing on the draft Consolidated Plan will be held before the Clearfield City Council at the following location and time:

  • 55 South State Street, 3rd Floor, Clearfield, Utah
  • Tuesday, May 9, 2000 at 7:00 P.M.

All interested persons are encouraged to attend and discuss the draft Clearfield City Consolidated Plan.
