Burlington, VT Consolidated Plan for Housing & Community Development
Burlington's Consolidated Plan uses tables and charts to expand HUD priority housing need tables to include goals for new, rehabilitated, and homebuyer assisted units, and contains cross-references that link with Consolidated Plan and PHA Plan. The 2006 Action Plan identifies a series of outcome indicators and output measures that it will use to measure success.

Population Growth and Decline in City Neighborhoods
This report finds that the population of neighborhoods in the central cities of our 100 largest metropolitan areas grew more in the 1990s than in the 1980s. Growth was generally more rapid in the sunbelt than the rustbelt, but neighborhoods in metropolitan areas with large Hispanic and Asian populations generally grew rapidly even in the Northeast and Midwest. In almost all areas, city neighborhoods with predominantly black populations and with high poverty rates were most likely to decline.

Mapping Concentrated Poverty
This Brookings study reveals that the number of people living in neighborhoods of concentrated poverty dropped significantly between 1990 and 2000 after decades of increase. Within metropolitan areas, concentrated poverty in inner city neighborhoods declined substantially, but some older suburbs experienced increases.
