Summaries of ConPlan Improvement Initiative States Working Group Meetings
Friday, June 28 - Key Issues Discussed
States Working Group - 1 to 3 PM EST. Patrick Moynahan (ComCon staff), Steve Rhodeside and Bill Shelton (Co-Chairs). This call had approximately 11 participants out of 24 volunteers.

Citizen Participation was discussed. State representatives noted that the requirements do not fit state model and that there is not much interest in public hearings. Advocacy Organizations pointed out that public hearings are useful and attended by advocacy representatives. |

States receive varied guidance from HUD Field Offices. There seem to be variations of what is required/expected. |

Several representatives feel reviewing housing proposals is an onerous, useless exercise. |

Level of expected knowledge of housing activity not funded by or contemplated in States' ConPlan is a source of confusion, some controversy. |

Everything is on the table and States should be encouraged to think broadly. |

ConPlan was not designed to deal with unique characteristics of State program. The best example is in performance reporting. States are willing to be held accountable, but concerned about performance outcomes. It is difficult to measure outcomes i.e. impact of physical development activities such as water, sewer. |

It was suggested that the ConPlan website could serve as a means for the Working Groups to interact. |

Combination of PER and CAPER adds another layer of information Need to provide a more useful way of reporting. |

Requirement involving certifications of consistency for other programs, i.e. McKinney Act, PHA plans ridiculous. Limit to four block grant programs, not include Farmers Home. |

For State data collection is not consistent, cannot roll up data in a meaningful way For policy purposes, cannot determine how federal housing funds being used in Entitlement communities. |

Concern was expressed over adequate time this summer to complete the task(s). Also, concern expressed that there has not been uniform notice to everyone on the Working Group that July 16, the day before the COSCDA meetings, will be used as an opportunity for members of the working group who will be in DC to get together at the site of the COSCDA meetings, the Washington Marriott on 22nd Street.
