Summary of ConPlan Improvement Initiative Counties Working Group Conference Calls

Grace began the meeting with a brief summary of the activities that have taken place to date pertaining to the Con Plan Improvement Initiative (CPII) and specifically the role of the County Working Group.
The Group reviewed and discussed again briefly the Q's and A's. The Group members asked that the questions be numbered, the authors be revealed and that HUD begin where possible by responding with a yes or no answer followed by the explanation. Specifically the group felt that the answer to the term and submission cycle for the ConPlan was confusing. Also the group would like for it to be noted where it was possible for HUD to grant waivers.
There was a brief discussion on the Pilot chart. Specifically the group questioned Pilot #3: Permit grantees to develop their own format for ConPlan submission and reporting. Recommended by States, Focusing on ConPlan Document and Performance Reporting. This Pilot will test whether self-generated format meeting statutory and regulatory requirements reduces administrative burden and enhances participant's ability to report on program performance. It was discussed that HUD already allows grantees flexibility when it comes to the format of the submission so the group wondered why such a pilot was necessary.
(Upon further discussions with ComCon staff, it was determined that the States were seeking flexibility within the format of the ConPlan itself for example, being able to use tables and charts rather than narrative if they think that will satisfy HUD requirements and will be easier for their citizens, elected officials and the HUD Field Office to understand. The language of the Pilot Summary was re-worked in order to provide a more clear understanding of the purpose for the pilot).
The Group asked Grace about next steps. Grace said that the revised County Summary would be sent to the whole Working Group and comments accepted until September 30. Grace explained that the final report would become the focus for the next few weeks. Another Steering Committee call will be taking place during the next few weeks as well. The Final Report will be submitted and a presentation will be made to the Assistant Secretary of CPD by the end of next month. The pilots will also be a priority so that they can begin running for the next year.
The meeting was adjourned. At this time no future County Working Group meetings are scheduled.
