1. Access to PHA Information

Access to the following PHA information would streamline ConPlan preparation:
Deconcentration data.
Demolition of PHA units.
Loss of Section 8 units.
Families on waiting list.
Resident Characteristics Report.
Availability of privately owned, affordable rental units.

HUD CPD Office could assist grantees by:
Informing grantees what information is currently available on the Internet. Working with HUD's PIH Office to give grantees access to this information.

2. Pilot No. 1: Combined ConPlan and PHA Plan
|
Dual agencies (agencies that prepare both ConPlans and PHA Plans) often have different submission dates for both plans. Establishing the same submission dates and grant years for both plans would help streamline ConPlans.

Working Group would ask Steering Committee to determine number of dual agencies at city and county levels. This would indicate the number of dual agencies that could benefit from this change.

Prepare one plan combining PHA plan and ConPlan. This would require developing a new template. Possible location: Tempe, AZ.

3. Pilot No. 2: Abbreviated ConPlan for agencies receiving only CDBG funds.

4. Adapting model plan templates. While WG can begin drafting a framework for the template, developing final version is beyond the scope of this WG. HUD would refine the WG's draft template(s) to ensure compliance with statutes and regulations. Once template(s) is/are available, pilots could proceed.
5. How would template incorporate certifications in a streamlined ConPlan or combined PHA/ConPlan?
6. What impact would these changes have on citizen participation requirements?
