TITLE: Single Family Integration SystemSeptember, 2003

UPI # 025-00-01-02-01-1070-00-206-085

PCAS # 663400

Is this a new or substantially revised electronic information system? If revised, describe revisions.

Yes.

If any question does not apply, state not applicable (N/A) for each question and explain why.

I. Describe the information to be collected (e.g., nature and source). Be sure to include any information in an identifiable form, e.g., name, address, social security number or other identifying number or code, telephone number, email address, etc).

This initiative will replace several large and old legacy systems with modern, efficient and cost effective solutions. The new integrated system will also allow migration from an older infrastructure to the target Enterprise Architecture solution. Information contained in the system include: lender approval, underwriting general information, credit (total scorecard loan decision or manual underwriting, appraisal data, property information, loan application, insurance application data, etc.

II. Why is the information being collected (e.g., to determine eligibility)?

This initiative will replace existing legacy systems that were built over 15 years ago. The business processes maintained by those systems no longer reflect actual operations of the Single Family Housing. The integration system will provide substantially improved management oversight tools to Headquarters and Homeownership Centers through its real time data review capability. Further, it will strengthen current management oversight of the management and marketing process.

III. How will the information be used (e.g., to verify existing data)?

This integration initiative supports HUD's efforts to improve FHA risk management by better controlling risks at all stages of the insurance process. It will also strengthened FHA Single family insurance program controls by providing integrated information technology solutions that better support management monitoring and performance evaluation efforts.

IV. Will you share the information with others (e.g., another agency for a programmatic purpose)? If yes, list the entities.

This is not a multi-agency initiative. However, it is an initiative that requires partnering strategies with HUD's external business partners, the mortgage lending industry and the FHA mortgages that originate loans and hold and service the mortgages. This initiative requires the participation of those external partners to develop appropriate strategies to support the needs of the Department and the mortgage industry.

V. Describe what opportunities individuals have been given to decline to provide information or to consent to particular use of the information (e.g., whether individual may withhold permission for a particular use).

N/A. Information will not be collected directly from individuals.

VI. How will the information be secured (e.g., administrative and technological controls)?

To date HUD does not have an approved security plan. However, a security plan will be developed as part of the contract that complies with OMB and NIST guidance.

VII. How will the data be retrieved (e.g., will it be retrieved by a personal identifier such as name, social security number, address, telephone number or some other identifier that is unique to an individual)?

N/A.
