TITLE: Enterprise Architecture Practice

No. This is an ongoing non-systems initiative.

I. Describe the information to be collected (e.g., nature and source). Be sure to include any information in an identifiable form, e.g., name, address, social security number or other identifying number or code, telephone number, email address, etc).

This is a non-systems initiative. HUD's Enterprise Architecture (EA) establishes the analysis and governance framework support needed to implement the Clinger-Cohen Act of 1996 and OMB Circular A-11 and A-130, which state the requirements for Departmental implementation of an EA. The completed EA, along with approved modifications, will guide short and long-term investment decisions and systems life cycles as required by law and OMB guidance.

II. Why is the information being collected (e.g., to determine eligibility)?

The EA is a critical tool, providing the strategic blueprint to guide the IT Investment Management (ITIM) process. EA development and management is driven by business imperatives and includes a baseline view of HUD activities from the business, application, data, and technology perspectives. The EA Practice also provides the strategic roadmap for progressing from the baseline to the desired (or target) state of operations at HUD.

III. How will the information be used (e.g., to verify existing data)?

HUD's EA seeks to deliver high quality information by better aligning Information Technology (IT) with HUD's mission while streamlining costs. The EA is a proactive process that involves HUD program officials and IT professionals in identifying strategic business objectives, associated business information needs and the realigned IT solutions to deliver improved services.

IV. Will you share the information with others (e.g., another agency for a programmatic purpose)? If yes, list the entities.

The EA Practice is a HUD specific. It is a collaborative effort with all HUD Program Areas, and interfaces with all HUD lines of business, such as, Housing, CFO, Administration, FHEO, CPD and PIH. HUD continues to meet monthly with representatives from the Departments of Labor and the Federal Reserve Board to discuss best practices, assist in solutions, and update the group with plan and status of enhancements to the EAMS.

V. Describe what opportunities individuals have been given to decline to provide information or to consent to particular use of the information (e.g., whether individual may withhold permission for a particular use).

N/A. This initiative does not involve the collection of personal information from individuals.

VI. How will the information be secured (e.g., administrative and technological controls)?

This is a non-systems initiative. However, a Security Plan has been developed for the EAMS (tool supporting the EA Practice), which is not a significant portion of this initiative, according to NIST 800-18 Guidance, and reviewed and approved by the OCIO Security Office.

VII. How will the data be retrieved (e.g., will it be retrieved by a personal identifier such as name, social security number, address, telephone number or some other identifier that is unique to an individual)?

N/A. This project does not involve the collection of personal information from individuals.
