The Department of Housing
and Urban Development (HUD) prepared its inventory of commercial
activities in accordance with the provisions of the Federal Activities
Inventory Reform (FAIR) Act of 1998 and Office of Management and
Budget (OMB) Circular A-76, Performance of Commercial Activities.
Our inventory reflects a total of 8,037 Full-Time Equivalents (FTEs)
as of April 7, 2001. This represents 86 percent of the Department's
total workforce of 9,314 as of the same date. The FTEs are listed
by organizational component and by geographical location.
The functions
performed are identified and classified using the function codes
and reason codes listed in OMB Circular A-76. The reason codes used
are as follows:
Reason Code
"A": Identifies commercial activities that are performed by
Federal employees and are specifically exempt, by the agency, from
the cost comparison requirements of OMB Circular A-76. The agency
has determined that performance of these functions must remain in-house.
Reason Code
"B": Identifies commercial activities that are performed by
Federal employees and are subject to the cost comparison requirements
of OMB Circular A-76.
Reason Code
"C": Identifies commercial activities that are performed by
Federal employees and are specifically exempt from the cost comparison
requirements of OMB Circular A-76.
