Section 647(b) of Division F of the Consolidated Appropriations
Act, Fiscal Year 2004, P.L. 108-199 requires each executive agency
to report to Congress on its competitive sourcing efforts for the
prior fiscal year by December 31st. Agencies must report data for
competitions that were completed, as well as those announced but
not completed in the prior fiscal year.
