Office
of Security and Emergency Planning delivers timely, reliable
and high quality security/protective services to HUD personnel and
property in a customer-friendly manner. Prepares, execute and manage
emergency operations to safeguard HUD personnel and property. Provides
for continuation of essential operations during all types of emergencies
and to improve IT security through a robust background security
clearance process for those agency employees with access to sensitive
systems. The Office of Security and Emergency Planning consists
of 3 divisions:
- Emergency
Planning and Management Division plans and implements programs
that respond to a wide variety of disasters and other emergencies,
critical situation management, safety, and personnel security.
It leads development of the Department's Continuity of Operations
Plans (COOP), coordinates HUD's emergency response program, and
heads HUD's mission under the Federal Response Plan which ensures
effective delivery of Federal assistance to the consequences of
a major disaster or emergency declared under the Robert T. Stafford
Disaster Relief and Emergency Assistance Act. It also coordinates
employee background investigations, initiates security clearances,
and provides classified document control for the Department.
- Physical
Security Division develops, coordinates and implements policies
concerning the protection of lives and property at all locations
under the charge and control of the Department. This office is
responsible for directing all aspects of physical security at
the HUD Headquarters building to ensure a safe and secure working
environment for all HUD staff and visitors including:
- Oversight
of the contract guard force
- Coordination
of security response to all building emergencies
- Development
and maintenance of the HUD Occupant Emergency Plan
- Providing
technical assistance regarding security issues such as bomb
threats, suspicious objects, medical emergencies and natural
disasters
- Protective
Services Division provides executive protection and security
to the Secretary of HUD and key staff, as appropriate. In addition,
it operates the HUD motor pool, providing executive level transportation
for the Department.
