Statement for the Office of Deputy Assistant Secretary for Budget
& Management Support

Deputy
Assistant Secretary for Budget and Management Support oversees
five offices, which provide financial, administrative services and
management support for the Department. The areas of responsibility
include budget formulation and execution for the Office of Administration,
Headquarters facilities and Department-wide real property management,
management and coordination of the Department's grants program and
executive correspondence, FOIA management, oversight and support
for management improvements including assisting in developing and
measuring performance goals and other administrative support services
for Headquarters staff.

Office of Administrative and Management Services
(OAMS) is responsible for the development, administration
and evaluation of all administrative services for the Department.
These services include, but are not limited to: Headquarters facilities
management; Departmental space and telephone management; paperwork
management; property management; mail and distribution services;
transportation and safety services; and, overall management of
printing and visual arts activities. [Back

- Office
of Budget and Administrative Support (OBAS) is responsible
for providing a full range of administrative support to Office
of Administration and Center for Faith-Based and Community Initiatives
personnel. The Office has responsibility for Salaries and Expenses
(S&E) budget for the Center and Administration. These responsibilities
include budget formulation and execution as well as controlling,
monitoring and reporting on the status of the Office of Administration's
financial activities. OBAS provides oversight and monitoring of
contracts through a staff of Government Technical Representatives
(GTRs) to ensure that services and products delivered to the Department
are efficient, effective and within cost. OBAS also has responsibility
for providing human resources and administrative services support
to Administration and Center personnel. In addition, the office
has responsibility for developing and administering the Department's
Transit Subsidy Program and the Purchase Charge Card Program.

- Office
of Departmental Grants Management and Oversight (ODGMO) is
responsible for providing leadership, oversight, and strategic
direction for the management and coordination of grant programs
within the Department. ODGMO ensures that program areas are maintaining
up-to-date policies and procedures consistent with Public Law,
program regulations, Secretarial priorities, and Office of Management
and Budget (OMB) requirements. Additionally, ODGMO ensures consistency
with Departmental policies and the efficient use of HUD funds
and staffing resources in the management of grant programs, provides
advice and guidance to program Assistant Secretaries and staff
to formulate improvements in grant policies and practices, provides
grants and financial management training, provides recommendations
to the Secretary and the Assistant Secretary/CIO on ways to integrate
government grant management functions consistent with e-government
principals. ODGMO also ensures the integration of information
technology solutions related to grants management, databases,
and enterprise wide information systems related to grants and
grant policy for the Department.
The Office is also responsible for implementing HUD's Super Notice
of Funding Availability (SuperNOFA) in which the majority of HUD's
grant program funding opportunities are announced at the same
time; working with twenty-six other federal agencies to simplify
and streamline the application and reporting requirements for
Federal financial assistance programs as required by Public Law
106-107, the Federal Financial Assistance Management Improvement
Act of 1999; and working with the other federal agencies to implement
President Bush's e-grants initiative. [Back

- The
Executive Secretariat serves as the central control and coordination
point for the management of correspondence to and from the Secretary
and the Deputy Secretary, as well as other correspondence received
in Headquarters from the Congress and elected officials. Some
additional correspondence is handled, as appropriate. The Executive
Secretariat (ExecSec) receives, analyzes, assigns, distributes,
and tracks controlled correspondence and maintains files on same
for subsequent retirement and physical transfer to the National
Archives and Records Administration for preservation as a permanent
institutional history. The ExecSec also serves as liaison on correspondence-related
matters to the White House, congressional offices, and other government
agencies and carries out ad hoc assignments from the Secretary
or Deputy Secretary.
The
Executive Secretariat provides departmental leadership in developing
and maintaining high quality correspondence. In this regard,
ExecSec communicates editorial standards and guidelines to all
elements of the Department through publication of the Departmental
Correspondence Handbook, training, and other means. It provides
advice and assistance to HUD offices regarding the preparation
and processing of correspondence; sets and enforces due dates
to ensure timeliness; and, through set clearance procedures,
reviews and edits for completeness and conformity with established
correspondence policies and guidelines all correspondence and
communications prepared for the Secretary or Deputy Secretary.

- Office
of Management and Planning (OMAP) is the internal management
consultant for the Office of Administration, and for other organizations
within the Department, as appropriate. OMAP provides oversight
and support for management improvements. OMAP analysts perform
a number of activities, among them:
- Assist
in developing the Office of Administration's performance
plans and measures required by Government Performance and
Results Act, the President's Management Agenda and various
other statutes and requirements;
- Report
progress toward Administration's performance goals and actual
accomplishments;
- Coordinate
Office of Administration Quality Management Review evaluations
of field office operations, identify exemplary performance
and operational challenges, and oversee implementation of
management improvements;
- Manage
Administration's web site to ensure effective communication
with all employees through the Department's internal web
site and with public visitors to the HUD external web site;
- Conduct
evaluations and studies; and
- Provide
management advice to senior leaders in the Office of Administration.
