Who We Are

The Office of Security and Emergency Planning is responsible for the physical security of HUD employees, buildings and equipment throughout the country, including: direct management of the security of the HUD HQ Robert Weaver Building and its contract guard force, the identification and coordination of security requirements in regional and field offices, the HQ parking program and the HQ interior access program; executive protection and security detail for the Secretary, and other key officials as required; motor pool management and executive transportation with a fleet of vehicles and drivers; coordination of HUD’s response to declared disasters, both natural and man-made; development and coordination of the Department’s continuity of operations (COOP) and continuity of government (COG) programs; control of employee suitability investigations, security clearance management, employee identification card and finger printing; and liaison with the Office of Information Technology on information security.

The staff consists of physical security specialists, drivers, security specialists, management analysts, program analysts, and contract guard staff.

We are located in the HQ building in Washington, DC. OSEP staff have extensive experience in HUD administrative operations or have come to the Department with significant law enforcement or security backgrounds.

Our overall goal is to ensure that all HUD employees are safe, that buildings and equipment is safeguarded, and that the Department is ready to react in emergency situations that may affect us internally or as a Nation.  [Back to top]

When We Began

Since the attack on America, HUD has focused its efforts to provide safety, security, protection and emergency preparedness to HUD staff, facilities and programs. Over the past two years, the security of HUD offices has been examined, employee emergency plans have been developed, executive protective services have been expanded, technology and infrastructure security has been improved and continuity of operations plans have been developed. While performing such endeavors, it became clear that HUD needed to improve overall coordination to achieve maximum benefit from the organizational resources and staffs involved in security and emergency planning should be consolidated. The office was formed in August 2002 when, at the direction of the Secretary, security, HUD emergency planning, personnel security and protective services functions were consolidated from four separate organizations into one.    [Back to top]

Who We Serve

Our customers are employees, contractors, visitors to HUD buildings, the Department's executive staff, individuals, communities, and states affected by natural and man-made disasters.

Continuity of Operations Planning

  • Coordinated Departmental participation in TOPOFF2, the largest national security terrorist exercise ever conducted in the US
  • Conducted quarterly emergency relocation group recall tests

Field Safety/Security Assessments

  • Completed physical security assessment surveys in 25 field offices in leased space

Occupant Emergency Plan

  • Updated the HQ Occupant Emergency Plan, to include shelter in place
  • Held a HQ security and emergency planning week      [Back to top]

What We Have Accomplished

Replaced ID cards and upgraded the ID card system

  • Added additional card readers
  • Redesigned and improved the ID card
  • Installed two temporary ID card stations for visitors to the North and South lobbies

Completed a re-competition for the security guard contract for the HQ building

How We Operate

The office maintains several systems to perform our activities including: the DSX Card Access System for building, garage and room access; the Security Control and Access Tracking System to manage employee suitability and national security investigations; and the HUD Emergency Response System to manage emergency operations.
