Who We Are

The Office of Management and Planning (OMAP) serves as the internal management consultant for the Office of Administration and other HUD offices. Our principal responsibility is to provide leadership, support and oversight for productivity and management improvement initiatives including developing performance plans and measures required by the Government Performance and Results Act.

Our office has management analysts and administrative support staff. Our staff is experienced and knowledgeable of HUD’s programs and activities, and have extensive evaluation and analytical skills.

OMAP’s overall goal is to inspire innovation, creativity, and help customers plan and accomplish program and management improvements that achieve the strategic goals of the Department, the Office of Administration and program offices.   [Back to top]

What We Do

Our office responds to the priorities established by the Assistant Secretary for Administration and other senior managers. Current fiscal year assignments include the following areas of responsibility:
  • Assist in developing Administration's performance plans and measures;
  • Report progress toward Administration's performance goals and actual accomplishments, and the President's Management Agenda;
  • Coordinate Office of Administration's portion of the Departmental Quality Management Review evaluations;
  • Manage the Office of Administration's Web site;
  • Coordinate Administration's reporting about staff utilization in TEAM reporting system;
  • Gather customer feedback from other HUD offices about Administration services;
  • Oversee employee surveys;
  • Coordinate and manage all Office of Inspector General (OIG) and Government Accountability Office (GAO) audit resolution activities;
  • Conduct and participate in special projects including participation in development of the HUD Strategic Human Capital Plan; and
  • Perform evaluations and analytical reviews.   [Back to top]

When We Began

OMAP was created in 1985 to provide a productivity and management improvement program for the Department to effectively implement Executive Order 12479, which focused on management improvement. Under that Executive Order, our office was charged with coordinating and implementing management reform in the federal government. In 1992, Executive Order 12816 created an interagency group of representatives from all federal government agencies to discuss problems and recommend improvements in government management and operations. Who We Serve

Our customers are all HUD employees, the Assistant Secretary for Office of Administration, senior Office of Administration management officials, and HUD senior management.

What We Have Accomplished

OMAP staff members participate in a wide range of activities.Accomplishments within the past and current fiscal year include the following:
  • Prepared Office of Administration input to the Department’s Five-Year Strategic Plan.
  • Oversaw development of Office of Administration performance goals submitted for the Department’s Annual Performance Plan, the Department’s Annual Management Plan, and the Office of Administration’s internal management plan.
  • Prepared Office of Administration performance reports submitted to the Assistant Secretary for Administration, the Chief Financial Officer (CFO), the Office of Departmental Operations and Coordination (ODOC) and the Deputy Secretary.
  • Prepared reports for the Department’s Executive Management Committee members about performance for President’s Management Agenda initiatives being implemented for strategic management of human capital, competitive sourcing and e-government.
  • Sponsored development of the HUD Integrated Performance Reporting System (HIPRS) that provides a tool for HUD offices to report their performance in implementing important goals included in the Department’s Annual Performance Plan and annual Management Plan. Following reporting enhancements implemented during 2002, sponsorship of the system was transferred to ODOC so oversight of performance planning and reporting was consolidated in one office.
  • Provided substantial staff support for preparation of HUD’s Strategic Human Capital Management Plan.
  • Coordinated the Office of Administration’s participation in the Department’s annual Quality Management Review (QMR) process. The QMRs are HUD-wide management reviews of our field office programs and services. This effort includes designating evaluators to go on the reviews, coordinating subsequent reports submitted to the Assistant Secretary for Administration, and reporting status of follow-up corrective actions. Starting in 2000, ten or more offices have been reviewed each year.
  • Coordinated updates to the Office of Administration web pages on HUD’s internal web site for HUD employees and external web site available to the general public.
  • Coordinated Office of Administration reporting about staffing utilization and workload in the Department’s Total Estimation and Allocation Mechanism (TEAM) reporting system.
  • Prepared an annual Office of Administration Accomplishments Report.
  • Reviewed and commented on proposed legislation and regulations relating to efficiency and effectiveness of HUD and Office of Administration operations.
  • Provided advice to the Assistant Secretary for Administration about a variety of management concerns.   [Back to top]

How We Operate

Our office is unique in that we do not rely on any specific computer system within HUD, although, much of our work consists of assisting other HUD offices in developing and implementing, ways to efficiently use their computer systems.
