Who We Are

The Office of Human Resources (OHR) is responsible for providing quality human resource (HR) advisory, consultative services and personnel operations that support the Department’s mission and goals. OHR is also responsible for human capital management, workforce planning, policy development, human capital accountability system and assessment.

Our vision is to provide world-class HR consulting services as a strategic business partner. The office is focused on streamlining human resource processes and procedures, promoting the maximum utilization of information technology, and providing excellent customer service.

We are organized by functional specialties in order to provide quality services to the Department’s program offices. Our staff members are assigned to professional, technical, administrative and support positions.

Our office focuses on numerous research issues; therefore, the professional and technical employees are highly analytical and generally are required to work independently on vastly different projects. We place emphasis on customer service and on the interpretation and application of all applicable HR regulations and laws, ensuring actions taken are in accordance with Title 5 of the United States Code.

The functional divisions and work units within OHR are:

Human Capital Management Staff reports directly to the Director of the Office of Human Resources and is responsible for providing leadership and direct support for the Department's human capital management initiatives, including the development and implementation of the Department's Strategic Human Capital Management Plan and the Departmental Workforce Plan, and providing ongoing management consultant services and assistance to program managers throughout the Department.

Headquarters Staffing and Classification Division is responsible for a portfolio of recruitment and retention programs that focus on attracting external candidates to HUD and strategies for retention of current employees. Regulatory guidance, technical assistance and advice, and policy development are fundamental to the operation of this office. The Headquarters Staffing and Classification Division is comprised of three branches, each supervised by a Branch Chief, that provide staffing and classification services for Headquarters' customers.

Field Staffing and Classification Division is responsible for providing recruitment, staffing and classification services for all Regional and Field Office customers, including participating in development and implementation of special recruitment initiatives and policy. The Field Staffing and Classification Division is comprised of three branches, each supervised by a Branch Chief, that provide staffing and classification services for their respective program office and/or geographically assigned servicing areas.

Compensation, Organization Analysis and Human Resources Systems Division is responsible for serving as the focal point for administration of the HIHRTS system, including developing functional requirements to enhance system and developing and maintaining special operating procedures, query function for special reports, managing National Finance Center security access and data entry, correction and garnishment actions, administering the Voluntary Leave Transfer Program, Telework Program, and Time and Attendance monitoring and oversight, as well as overseeing the Employee Assistance Program(EAP), Work Life and Headquarters medical services, and providing direct assistance on reasonable accommodation. The HR Systems and Payroll Support Division is comprised of two branches, each supervised by a Branch Chief.

Headquarters Labor and Employee Relations Division (Headquarters LERD) is responsible for providing labor and employee relations advice and guidance to management at all levels of the Department. Headquarters LERD performs a staff function for field specialists and assists them in resolving complex and major issues. The Department's Drug-Free Workplace Program is also administered through Headquarters LERD. It is supported by two branches, each supervised a Branch Chief, that provide labor and employee relations services in Headquarters.

Field Labor and Employee Relations Division (Field LERD) is responsible for providing labor and employee relations advice and guidance to management in the Field. It is supported by three branches, each supervised by a Branch Chief, that provide labor and employee relations services to customers in the Field.

Executive Personnel Management Division is responsible for the full range of human resources programs and operations, "one-stop shop" services for the Senior Executive Service, Executive Level, Schedule C, Senior Level System, and experts and consultants.

Pay, Benefits and Retirement Center (PBRC) is responsible for processing all personnel/payroll changes to the National Finance Center (NFC) and interfacing with the NFC, administering the employee benefits program and retirement counseling and guidance, coordinating open season activities, providing counseling services on employee health benefits and life insurance, and maintaining Official Personnel Folders, Employee Performance Folders and Employee Pay Files.

Human Resources Policy, Research and Development Division is responsible for providing policy interpretation, research, policy development and program compliance and oversight in position classification, recruitment and staffing (including delegated examining authority), performance management, compensation, pay and benefits, time and attendance and leave administration Department-wide.   [Back to top]
