Strategic Plan
The
Department of Housing and Urban Development strategic planning process
is rooted in Congressional mandates expressed in Government Performance
and Results Act (GPRA), enacted in 1993. GPRA holds agencies accountable
to the Congress and the American people for the results of their
expenditure of public funds. To this end, GPRA established the foundation
for long- and short-term planning and accountability systems within
each agency.
HUD
has put in place an integrated set of tools for strategic planning
and performance management. Together, they aim to ensure better
planning and accountability for results consistent with HUD's mission.
The
Strategic Plan establishes HUD's vision and defines its strategic
goals and objectives for the next six years. The Plan outlines the
trends and challenges affecting HUD's programs and describes the
partnerships, policies, means, and strategies to bring about long-term,
measurable changes in American housing and urban conditions. More

Annual
Performance Plan
Each
year, we develop and submit an Annual
Performance Plan (APP) to Congress specifying the performance
goals and results we intend to achieve with our budgeted resources.
The APP establishes detailed performance measures that will help
us gauge our progress in achieving both strategic goals, objectives,
and our six-year performance goals articulated in the Strategic
Plan. The CFO, together with the PD&R, is leading the development
of HUD's APP for submission to Congress by March 31, each year.

Management
Plan
The
Management Plan is HUD's instrument to carry out the mandates for
the President's budget and the related APP, including the priorities
of this Administration. The Management Plan is the unifying vehicle
that allows headquarters and field organizations to develop and
implement coordinated strategies and action plans with specific
performance goals and milestones.
The
goal of the Management Plan is results for citizens and communities
that further the commitments in our APP and the priorities of the
Administration. This focus on results requires collaborative thinking
about the needs of both internal and external customers, as well
as integrated delivery of products and services. Organizations are
held accountable for assigned responsibilities, and individual performance
of senior managers is evaluated in terms of how effectively they
accomplish Management Plan goals. More information.

Performance
and Accountability Report
The
Performance and Accountability
Report (PAR) highlights accomplishments, management stewardship,
and financial information for HUD's vital housing and community
development programs. It also documents our expanded efforts to
integrate the Department's budget and performance and to promote
electronic government. In addition the PAR has been prepared to
better meet the publics' need for transparency in government. Our
performance goals are clearly listed, accompanied by concise statements
about how we fared in meeting our goals, with a detailed examination
of the results and our performance for each goal.
