Financial Datasmart - The HUDCAPS Financial Datamart is a SQL
Server database comprised of HUDCAPS tables, to allow HUD users
to view financial data in desired report format. These tables
are updated nightly on the mainframe (Hitachi). The SQL Server
environment refreshes or updates the table to reflect that daily
activities. Administrative Accounting data and PIH Section 8
data Administrative Accounting users access the HUDCAPS Datamart
via an report writing tool, Imnpromptu (catalog). The PIH users
access the HUDCAPS Datamart through a Microsoft Access Datamart
using ODBC. |

Organization Code System. The Departmental Organization Code
System contains codes used to identify HUD areas. This is also
known as the HUD Correspondence Code. |

is a management tool for calculating, assessing, tracking, evaluating,

Formulation System. Budget Formulation System is the Departmental
preparation for submitting a budget proposal to OMB and the
President for the distribution of funds appropriated by Congress
to carry out the specific programs and administrative functions
for HUD. |

Integrated Resource Management System. FIRMS consolidates information
about essential business functions provided by the Office of
Admin at HUD HQ. Current functions such as lease management,
space layout and design, and computer and other personal property
inventory have been automated. |

by the HUD development community as a means of creating application
releases and checking their status throughout the release process. |

Resource Action Tracking System. Tool for processing personnel
and payroll actions was developed using Lotus Notes software.
Phase 1 of HATS development resulted in centralized paperless
processing of the SF-52, Request for Personnel Action form,
and a number of supporting documents. The system allows users
to electronically create SF-52 personnel actions, electronically
sign SF-52 personnel actions, create and attach supporting documents,
track SF-52 actions through their life cycle. Phase 2 development
will result in an interface to the NFC from HATS. This effort
will provide electronic transmissions of HATS data to the NFC
mainframe, thus eliminating the need to enter data into CICS
screens |

and distribution of letters, labels, faxes, and reports from
a customizable database. |

Program Inventory contains an inventory of all HUD grant programs
and provides detailed information such as: program purpose,
how to obtain application kits, eligible applicants, application/plan
submission requirements, explanation of matching requirements,
threshold requirements, factors for award, eligible activities,
grant sizes and terms, cross-cutting requirements, and information
collections for each program. |

The
HUD Procurement System (HPS) is a procurement status tracking
and database management system that links all customers (Headquarters
and Field) to their procurement office without regard to location.
All formal contracts and interagency agreements are requested,
tracked, and recorded in HPS. Deployed enterprise-wide, HPS
supports procurement planning, request, solicitation, contract
award, and contract administration tracking and management
information for all HUD formal contracting activities. Through
its real-time interface with HUD's core accounting system
(HUDCAPS), HPS processes on-line contract fund commitments
and obligations, improving the accuracy of HUD's financial
management information. HPS standardizes procurement-related
data collection, eliminates duplicate data entry, provides
a streamlined process for requesting contract actions, and
facilitates the gathering of statistics for internal and external
reporting requirements. It tracks the participation of small,
disadvantaged, and women-owned businesses in the Department's
formal contracting activities and produces Federal Procurement
Data Center (FPDC) and OMB-mandated reports.

HUD
Travel Management System. The HUD Travel Management System provides
for automated entry and routing of travel requests and vouchers.
Travelers create a travel authorization request at their workstation
PC. The request is then electronically routed through their
supervisory and budget approval chain. Budget approval within
HTMS launches an automatic interface with the departmental accounting
system (HUDCAPS) to create a funding obligation. Upon completion
of the approved travel, the traveler creates an electronic voucher
from the data entered in the travel authorization. The electronic
voucher follows a similar automated approval process with final
entry into HUDCAPS via the interface for payment. |

Department procurement offices and program offices (Headquarters
and Field) that require small purchase support for mission accomplishment.
Customers create requests, and, through a real-time interface
with HUDCAPS, attach on-line fund commitments. SPS generates
purchase and delivery orders, and records the obligation directly
into HUDCAPS, eliminating duplicate data entry and improving
the accuracy of HUD's financial management information. SPS
collects and classifies purchasing data by business size/type,
supports agency policies, and produces Federal Procurement Data
Center (FPDC) and OMB mandated reports. |

information will allow managers to examine specific goals, budgets,
