Arizona Funding Sources

  • Arizona Department of Housing is a cabinet-level state agency created in 2002 to affordable housing needs in Arizona. The Department of Housing, together with the Arizona Housing Finance Agency, administers state funding and federal tax credits available for affordable housing development. (602) 771-1000

  • Water Infrastructure Housing Authority (WIFA) is an independent agency of the state authorized to finance construction, rehabilitation and/or improvement of drinking water and sewer projects. The agency also provides grants and loans for water and sewer pre-design and design projects. (877) 298-0425

  • Greater Arizona Development Authority (GADA) was created by the Arizona Legislature to assist local and tribal governments and special districts with the development of public infrastructure projects that enhance community and economic development.

  • Arizona Department of Commerce Rural Development Office provides training and resources for rural Arizona communities to develop and promote sustainable economic development.

California Funding Sources

  • California Department of Housing and Community Development (or HCD) is the state's principal housing agency and is one of 13 departments within the Business, Transportation and Housing Agency (BT&H). The mission of HCD is to provide leadership, policies and programs to expand and preserve safe and affordable housing opportunities and promote strong communities for all Californians. HCD administers state funding for affordable housing development.

  • California Housing Finance Agency (or CalHFA) finances below market-rate loans to create safe, decent and affordable rental housing and to assist first-time homebuyers in achieving the dream of homeownership.

  • California Rural Development Council (CRDC), administered by the Technology, Trade and Commerce Agency, coordinates the delivery of state and federal programs, works with tribal and local governments, provides a forum for discussing rural issues, and recommends policies, strategies and programs to address the needs of rural California.

  • California Statewide Communities Development Authority (CSCDA), is a joint powers authority sponsored by the California State Association of Counties and the League of California Cities. CSCDA was created to provide local governments and private entities access to low-cost, tax-exempt financing for projects that create jobs, help communities prosper and improve the quality of life in California. CSCDA has issued more than $16 billion in tax-exempt bonds since its creation in 1988.
