Working families can receive a substantial tax refund even if they have had no Federal income tax withheld from their paycheck. Federal and state income tax credits, particularly the Earned Income Tax Credit (EITC), can mean thousands of dollars to working families.

Federal and state income tax credits have become America's largest anti-poverty programs. These programs provide direct assistance to low-income working families, moving more children out of poverty than any other programs.
