Important note: Although the NOFA has been released, the new e-snaps electronic application system is not yet
available to receive applications (Exhibits 1 and 2). HUD will notify the public via the Homeless Assistance listserv (join the
listserv) when the application is available, and will publish an additional Federal Register Notice that details the application
deadline based on the date when the electronic application is made available to the public. CoC representatives and grantees should
not attempt to enter application information into e-snaps until HUD has announced that the application is available, as this may
adversely impact CoC Registration (which is still open).

HUD makes $1 Billion in grants available through 35 programs
In order to apply electronically, please read the General Section to HUD's 2008 NOFAs. HUD is updating its
Desktop Users Guide for submitting Electronic Grant
Applications to reflect the use of Adobe Forms. However, you may find the guide useful as it is. This Guide provides detailed
step-by-step screen shots of the Grants.gov registration, and Find/Apply process.
Due to the mandatory on-line submission, each funding opportunity will be posted on Grants.gov. Applicants must download both the
Application Instructions and the Application Package. The Instructions Download is a zipped file
containing .PDF, doc, and excel files that are not available in the Application Package Download.

- Fair Market Rents
Overview
Fair Market Rents (FMRs) are primarily used to determine payment standard amounts for the Housing Choice Voucher program, to determine
initial renewal rents for some expiring project-based Section 8 contracts, to determine initial rents for housing assistance payment
(HAP) contracts in the Moderate Rehabilitation Single Room Occupancy program (Mod Rehab), and to serve as a rent ceiling in the HOME
rental assistance program. The U.S. Department of Housing and Urban Development (HUD) annually estimates FMRs for 530 metropolitan
areas and 2,045 nonmetropolitan county FMR areas. By law the final FMRs for use in any fiscal year must be published and available
for use at the start of that fiscal year, on October 1.
