A recent expansion of the Making Home Affordable program now allows borrowers who are current but up to 125 percent underwater on their mortgage, and have mortgages currently owned or guaranteed by Fannie Mae and Freddie Mac to refinance those loans according to the terms of the Home Affordable Refinance program established earlier this year.

Local governments are using Neighborhood Stabilization Program (NSP1) funding to purchase and redevelop foreclosed and abandoned properties that will be used to house income-eligible individuals or families.
