About the Local Program Office:

Pursuant to Section 209 of Title II of the National Housing Act, which requires the Secretary of HUD to complete statistical surveys and economic studies that guide the development of housing and the creation of a sound mortgage market, the Chicago Economic and Market Analysis Staff (EMAS) is responsible for: monitoring economic and housing market conditions in Illinois; undertaking market surveys and market analysis; providing analytical reviews of projects, which include recommendations about initial and ongoing market demand and marketability for specific mortgage insurance proposals, and serving as the principal Field Office source of information, judgement and advice on market conditions and trends.

The Secretary's Quarterly Report on U.S. Housing Market Conditions for HUD's Region V is completed by Chicago's EMAS Office, which also participates with other government and private housing professionals in developing a centralized source of housing information that is needed by providers and users of affordable housing data.

Sarah E. Bland, Seattle Supervisory Economist, will be supervising the Chicago EMAD staff. Please continue to send all market review applications or other documents to the Chicago Regional Office addressed to Gabe Labovitz, 5 ARA. Please feel free to contact Sarah to discuss any other work requirements or concerns. Sarah and the Chicago staff will be responsible for the states of Illinois, Michigan, Minnesota and Wisconsin. Beverly Harvey, Philadelphia Supervisory Economist, will oversee Indiana and Ohio.
